Phillip Rowland was arrested on February 1, 2007 in Battle Creek after
Calhoun County Dispatch received a Silent Observer Tip directing police to a
Battle Creek address.

Rowland was wanted for a Parole Violation stemming from a 1998 conviction of
Operating a Vehicle Under the Influence, Causing Death.

Rowland was the Silent Observer Fugitive of the Month for November 2006.

Silent Observer offers citizens the opportunity to provide police with vital

capture requires public assistance. The maximum reward level is $1,000. To
date, this program has featured 105 fugitives and 101 have been captured.
