The site states that the quotes were gathered over a six year period, so it seems likely that the many, if not all, of the quotes predate the American invasion. This means that this organization faced the same problem that the United States faced when trying to determine whether Saddam posessed WMD: there were people who opposed Saddam and were trying to generate international support for regime change by spreading anti-Saddam propaganda. In short, there appears to be no way to tell whether the quotes on the site are anti-Saddam propaganda, or accurate descriptions of actual events. We may find out when Saddam is put on trial.
