What scale are you planning to race?
Are you planning to use pre-made track, or use base
materials and route the tracks yourself?
How many lanes?
Are you unconcerned about lack of standard
overpass (to make lanes equall distance)?
How much space?

OK, back to your main question, I'll try a few ideas.
I do not know of any detailed elevation map drawings.
You might ask over in rec.autos.sport.f1

Meanwhile
1. Somewhere / somehow make friends with someone
who lives there to walk around track with GPS, and give
elevations.
2. Use Google Maps/Satelite photos. The train tracks
are realitively level. The station was underground, but
we still had to walk seriously down stairs to come out
near St. Devote. (nope, sorry did not count stairs!).
It is indeed definitely up a hill to Casino (and part of the
square is the 'high' point.) Then slight down, then serious
down, then slight down again.
3. There are a serious lot of pictures of the track.
From some taken from side near Recassa (sp) back toward
the Casino hill you should be able to get some decent angles.
4. Some of the computer games have this built in quite well,
but I do not know how to get it out.
5. Try the local libraries, might be some good topological
maps?
6. My books have nothing very helpfully specific.
7. Try Google, like "Monaco elevations"

Oh dear! I'm afraid my 3 earlier responses scared him off!
Morten, are you still around?

Meanwhile, his post / issue, launched me on some internet
searchings of slot car tracks around the world (including
Denmark and UK) and I see some wonderful pictures
of "Monaco" scenery on some.
