Yes but after each safety car stint the lapped cars are allowed to un lap
themselves so that they restart in race order.

Surely there's two meanings to "allowed" here:

1) They are allowed to ignore the rule that forbids overtaking
when following the safety car.

2) The car that lapped them must allow them to overtake.

So which is it?

After a certain amount of laps behind the safety car and if they think its
safe. they are allowed to past the queue and go round to the back again. You
may have noticed last week that albers ran off the track trying to get to
the back of the line before the restart. So its 1) but with permission
