How many people elected Davis? How many people recalled him?

recall elections are often abused by power-mongers. I recall a recall where
4 members of a city council were recalled and voted out of office for
raising water rates. A few months earlier, they had passed ordinances
detrimental to real estate developers. A more developer-friendly council was
then elected, complete with support by the same developers who had funded
the recall. A few months later, the new city council raised water rates. The
same guy who had started the original recall tried to get THEM recalled as
well, but the developers who had funded his efforts the first time around
had empty pockets, for some reason.
