No. The origin of today's North Korea problem was Eisenhower. In his presidential campaign, Eisenhower promised to end the Korean war. He did. In a humiliating truce conference in 1952 at Panmunjom, he cut and run, leaving the North Korean army within artillery range of Seoul. "Cut and run" is the only way to describe what Eisenhower did.
