Looks like an old modulator 'T' bolt, the mini modulators less wallen used
to do.. base loaded, center loaded and base and center loaded, same as the normal ones.. Looking closer at it,
looks like a SO239 type base with the PL259 mini plug in it, so possibly is for 2mtrs or even stolen from a taxi... it is dudley !!!
