It's normally the other way around with AM CB's. Normally *4w* on carrier
and 3.5 on overmodulated distorted audio. Sounds to me like a twiddle
merchant has been inside it...

Except in America, where it's 4w carrier, 1000w modulated.

It should be 4w carrier, 6w with full modulation. But you
cannot always trust a cheap power meter.
