CEPT PR-27 NL and CEPT PR-27 GB...???

Both indicate an FM CB radio operating on CEPT channels that has
been type-approved for use anywhere in the EU. The letter code indicates
the country where type approval was received.

IIRC, the standard methods of generating frequency modulation produce
phase modulation as a byproduct - the term angle modulation takes account
of this.

TO all intents and purposes, Frequency and Phase modulation are the same
thing.

Phase modulation, like frequency modulation, is a form of angle modulation
(so called because the angle of the sinewave carrier is changed by the
modulating wave). The two methods are very similar in the sense that any
attempt to shift the frequency or phase is accomplished by a change in the
other.

It means his antenna was bent at 90 degrees, i blame the strong winds ;o)
