All this talk of newsgroup charters is totally and utterly irrelevant, so please stop wasting bandwidth and prolonging the thread and stop posting messages appealing to the said charters. The fact is, if you post a message in Welsh to wales.talk, you are going to get lots of messages in English in reply, most if not all of them being totally irrelevant to the subject of the first post. And nobody is going to trim the list of newsgroups that the message is cross-posted to. Your post, above, reminds me of a cartoon I once saw.
