Why not get some of that cheap wire link fencing you can find in B&Q,
nail it to the existing fence to stop the dog getting thru... cost maybe
£10. Then plant some connifers which will grow over the lot, need zero
maintenence, and eventually grow high enough to block out all the mess
next door.
