I think he's suggesting that managers are the kind of people who should never bet let near, etc. But you're pretty much correct. A T1 (DS1) can be channelised into a PRI of 24 DS0s at 64Kbps while an E1 PRI provides 30ish DS0s, hence the 1.536Mbps and 2.048Mbps aggregates respectively.
