Default FOAK: Race bikes and V5

I see a few race bikes advertised as "Track only no V5" like this one

What's the scoop?

I am guessing perhaps they were taken straight from the crate so no vehicle
taxes were ever paid?

Nothing in particular to stop a person from building a "hybrid" using a
trashed frame from a breaker that does have a V5 perhaps.

That's five so far. Motzarella is playing silly buggers again. Often
incorrectly reporting a failure to post and taking an age before
postings show on their server.

Victim of its own success, maybe. I keep getting connection failures
with a weird error message, but further investigation reveals the real
error as being "400 load at 37.78, try later"

If I wasn't still waiting for clickandbuy to try and sue me for not
paying my six quid...
