Default FOAK: Race bikes and V5

I see a few race bikes advertised as "Track only no V5" like this one

What's the scoop?

I am guessing perhaps they were taken straight from the crate so no vehicle
taxes were ever paid?

Nothing in particular to stop a person from building a "hybrid" using a
trashed frame from a breaker that does have a V5 perhaps.

That's the most charitable explanation. Also the most likely on the
example you quote.

It should be noted that it's not unknown for stolen bikes to end up on
the track. There's a fairly obvious reason why no V5 is available for
them.

I'm not even sure you'd need to rebuild it into a new frame. I don't
see why you couldn't register it as "not new at first use" with its
existing frame, and get an age related plate.

But I believe such taxes only apply to new vehicles!

Hmmm.

So, what's to stop you buying a bike "for track use", taking it on one
track day (carefully) and then registering on an age-related plate as
"not new at age of first registration"

Anyone? Bueller? Anyone?
