What does he mean "Registration will cost around £100 for the buyer"?
When I registered a european import a few years ago it was free.

Put an MOT on it, had some proof of age (if you don't have the original
docs) rode it to the local DVLC and they gave me an age related
registration and logbook (which came in the post). Other than the £25
for the proof of age it cost nil.

That's a bit naughty, putting an untaxed bike on the public
highway _and_ parking it on double yellows!

Indeed, that's what I did for Black Kat as a private import from
Switzerland. They even accepted my age declaration and, due to my not
realising where the customs post was on the Chunnel (I was expecting it to
be on the Brit side, not the French, and I was preoccupied about getting
my work permit sorted anyway) I imported it without any Customs
documentation. DVLA said they'd send papers on to Customs for me, but I
never heard a peep from them (no duty payable anyway; Gamma did go through
customs as she came in on a transport truck).

I suspect that he is referring to Single Vehicle Approval which came
into force recently according to Keith of Totton Trail Bikes:
