Well, I've just come off the phone to an unusually helpful member of the DVLA staff (thanks!) - it appears that the PO somehow forgot to send in the V5 or RM lost it, as they have no record of a change of keeper. However she pointed out that if I MOT'd the bike and took the form, the little green strip plus the usual proof of address and some id to my local VRO, I could tax it and fix up the change of keeper at the same time, without having to wait for a re-issued V5.
