Its a number plate recognition camera.............currently being
evaluated by several pig forces, for bike use.

Could be. The display the Police had at Brands WSB last year had a Pan
European with a speed camera on it....

The thing that's coming that really will be a PITA is this reciprocity
agreement between the CCTV and Police cam operators - been working as a
pilot in Camden apparently where the anti mugging cameras are getting
people for minor infractions, like illegal U turns etc. Big Brother?
Oh yes.

I've seen this a few times on the Carmarthen-Lampeter road, seems to lurk
around that long straight 40Mph into a 50 then a 40 again bit.

Dunno whether it's a speed or, as our dogging friend suggests, an ANPRS
system mind you.

could be I guess. It was, as you guess, in Llanllwni. The fact that it was
just where 50 becomes 40 suggest speed camera.

I remember the straight in Llanllwni being unrestricted... buggrem.

hehe, nah, 's been there for ages. But when I was in school, various people
were reported doing high speeds on the said straight in the learner
metros...
